Is the CWGC running low on funds!!

I found it difficult to guess why just a handful of graves have
been selected at  the Bandariabagh Cemetery, Lucknow

 my friend BRIAN FERNANDEZ, a retired
teacher from Barns School.  
Graves in Lucknow have
been done somewhat differently!
Three years ago when I first saw
 the CWGC 'temporary marker'
in what was at one time was
the Lucknow Cantonment Cemetery,
later changed to Bandariabagh Cem.,
I wondered why would they remove
century-old headstones that were
in perfect condition. In 2012 also
I saw the same type of changes
in a Nainital Cemetery.
